Romania Launches WorkinRomania System: New Framework for Foreign Worker Employment

Romania's foreign worker employment process has undergone significant restructuring with the introduction of the WorkinRomania.gov.ro platform, which became officially operational on August 6, 2026. This new system, established under OUG 32/2026, substantially changes the recruitment process, particularly for companies planning to bring personnel from Turkey to Romania.

The new system features several key components: foreign worker employment procedures are now conducted digitally through WorkinRomania.gov.ro; work-related applications are differentiated between D/AM1 and D/AM2 categories; the D/AM2 procedure applies to the employment of many unskilled foreign workers; positions must be listed on the "Lista ocupațiilor deficitare" (List of Occupations in Deficit), which currently contains 289 COR-coded professions; regular employers must proceed through authorized foreign worker placement agencies under D/AM2; companies meeting specific criteria can obtain "Angajator autorizat" (Authorized Employer) status to execute certain processes directly; and the new system covers not only work permits but also employment contracts, wage payments, accommodation, employee information, integration, and ongoing employment obligations.

Turkish companies planning to employ foreign personnel in Romania must carefully plan the entire recruitment chain for each position before beginning the hiring process: Position → COR Code → D/AM1 or D/AM2 Classification → Deficit Occupation Verification → Authorized Agency/Employer Model → WorkinRomania Application → Visa → Residence Permit.
