Romania's New Urban Planning Law Reshapes Real Estate and Construction Sector
Romania's new Urban Planning Law 169/2026 takes effect on August 25, 2026, introducing stricter financial controls, enhanced oversight, and stricter regulatory requirements for real estate developers and investors.
Romania's new Urban Planning Law 169/2026 comes into force on August 25, 2026, fundamentally reshaping urban planning, construction, and real estate development processes. The regulatory shift sends a clear message to investors: stronger financial structures, tighter supervision, and more transparent project management are now mandatory.
Key provisions under the new legislation include:
✔ New infrastructure taxes may be imposed on land included within urban development boundaries.
✔ Property tax on unauthorized or non-compliant structures will increase by 100 percent.
✔ Extensions of construction permits are limited to one occasion only, with a maximum duration of 12 months.
✔ Customer advances from project-stage sales must be held in separate bank accounts and used exclusively for financing the relevant project.
These changes underscore that finding the right plot of land is no longer sufficient for real estate investment in Romania. When evaluating the true cost of an investment, stakeholders must comprehensively assess land price alongside urban planning status, infrastructure obligations, local taxes, permitting processes, financing structure, and regulatory compliance.
Premier Vision recognizes the importance of ensuring that companies investing in or planning investments in Romania properly evaluate local market dynamics and regulations. While new regulations may create additional costs and risks for unprepared investors, those operating with proper legal and financial preparation, robust financial planning, and transparent project management are positioned to benefit from a safer and more sustainable real estate market.
